Canada’s relationship with Qatar has entered a new phase after Mark Carney secured a sweeping partnership designed to deepen commercial, investment and defence cooperation.

Carney’s visit to Doha was the first by a sitting Canadian prime minister and the deal signals a strategic push to broaden Canada’s international economic footprint and strengthen ties with a fast-growing Gulf market, especially as relations with the US becoming increasingly tense.

The prime minister met with His Highness Sheikh Tamim bin Hamad Al Thani, Amir of Qatar, to formalize shared priorities across technology, manufacturing, agriculture and security, with the leaders committing to “accelerated two-way investment and collaboration across AI, quantum computing, aerospace, defence technologies, advanced manufacturing, agriculture, and agri-food.”

A central feature of the pact is the creation of a Joint Canada-Qatar Commission on Economic, Commercial, and Technical Cooperation, intended to identify new trade opportunities, reduce barriers to market entry and encourage capital movement between both countries. For Canadian firms, the initiative may improve access to Qatar’s sizeable and diversified economy while supporting broader international expansion strategies.

Negotiators also advanced work on a forthcoming Foreign Investment Promotion and Protection Agreement. Expected to be finalized by summer, the deal aims to provide stronger legal protections for investors and clearer frameworks for cross-border business activity, helping Canadian enterprises operate with greater certainty in the region.

Both governments have launched talks on a defence partnership framework that includes military collaboration and security cooperation and plans are underway to establish a Canadian Defence Attaché office in Doha, a step that could enhance defence-sector exports and deepen strategic engagement.

Updates to the Canada-Qatar air transport agreement will improve connectivity between the two countries, while collaboration on security planning tied to upcoming international sporting events will further integrate operational cooperation.

Carney’s visit included meetings with senior executives from Qatar’s investment community to explore additional capital deployment into Canada and joint ventures in emerging fields such as biotechnology and artificial intelligence-driven health innovation.
